In plain terms: Kakao, South Korea's dominant messaging and services platform, has clarified its AI strategy: it will build AI-powered services on top of existing models and infrastructure, not build or compete on its own foundation model stack.

The fact: Kakao operates KakaoTalk (45M+ users in Korea), KakaoBank, Kakao Pay, and an extensive app ecosystem. Its AI positioning had been ambiguous - some in-house model development alongside OpenAI and third-party API integrations. The strategic clarity is now explicit: Kakao is an AI service builder, not an infrastructure play.

Building and maintaining competitive foundation models requires billions in compute and hundreds of researchers in a sustained competition against Naver's HyperCLOVA, OpenAI, and the Chinese frontier labs.
