Preferred Networks plugs PLaMo 3.0 Prime into Japan's defense planning pilot

Japan's ATLA hires PFN for a defense-planning AI proof-of-concept using PLaMo 3.0 Prime. The Japan AI stack extends from Woven City to the operational rooms of the JSDF.

The fact

Preferred Networks (PFN) has been awarded a proof-of-concept ("実証実験") contract by Japan's Acquisition, Technology and Logistics Agency (ATLA, 防衛装備庁) to build an AI system that supports operational planning for the Japan Self-Defense Forces. The system uses PFN's Japan-developed foundation model PLaMo 3.0 Prime and is designed to ingest documents, geospatial data and operational information to assist senior officer judgment - not replace it. Dual-use is explicit: PFN mentions the system could later support major disaster response.

Our read

Two threads intersect here. First, the Japan AI industrial stack - Rapidus for logic, Fujitsu/SoftBank/Sony/Honda across physical AI, and now PFN in defense - is being deliberately built around domestic foundation models rather than borrowed frontier weights. Second, the "sovereign AI" language that Europe still debates has, in Japan, gone straight to procurement: ATLA is buying it. The pilot follows PFN's June 2026 partnership with Mitsubishi Heavy Industries on national AI infrastructure, so this is a continuation, not a one-off.

What to watch

Whether the pilot converts into a program of record, and whether ATLA extends the model's remit into targeting or logistics - currently framed as planning support only. Also worth watching: which allied partners (US, UK, Australia) are read in on the eval methodology.
