"State-owned AI won't solve inequality" : la thèse crue de Rest of World sur les IA nationales du Sud global

Rest of World enquête sur les IA nationales lancées par plusieurs États du Sud global. Le constat est sec : rien de compétitif n'en est sorti, et l'argument souveraineté cache une répétition des erreurs télécoms des années 90.

Le fait

Une enquête de Rest of World (24 juillet 2026) documente les vagues d'« IA d'État » lancées ces dernières années par plusieurs pays du Sud global - en Asie du Sud-Est, en Afrique et en Amérique latine - en réponse à la peur d'un colonialisme numérique. Le constat de l'article est direct : aucune de ces initiatives, à ce jour, n'a produit d'IA compétitive ni réduit une inégalité mesurable. Modèles sous-entraînés, compute loué à des acteurs étrangers, budgets qui partent en frais de licence.

Notre lecture

L'argument de souveraineté est légitime. Mais l'enquête rappelle une évidence désagréable : un modèle qui ne trouve pas d'usage domestique ne se finance pas. Les trajectoires d'IA autonome qui ont marché reposent sur un tissu privé, une commande d'entreprise et un usage grand public, pas sur une commande d'État isolée. À l'inverse, la posture « État bâtisseur d'IA nationale » reproduit un schéma déjà vu : subventionner l'infrastructure sans construire la demande. Le storytelling politique change ; la mécanique économique, non - l'IA n'est pas moins un marché que les télécoms des années 90.

À surveiller

Les modèles hybrides État-privé qui se dessinent post-AI Act européen, et les initiatives adossées à un usage grand public massif préexistant (rails de paiement, identité numérique). C'est là que se joue la version soutenable d'une souveraineté IA - pas dans les annonces de « ChatGPT national ».
