That gives the administration a faster path - but also a narrower one, since actual IP-theft evidence is required.

Third, this converges with the frontier-access-control fil (publi #1460 today on the OpenAI-HF incident). Both threads point at the same shift: model access is becoming a controlled-good category, on both sides of the US-China boundary.

For policy: this is the first time the US has moved to sanction a model - the legal architecture built here will matter for a decade.
