MSIT and SK Telecom co-chair a 400-organization alliance built around three divisions - demand, supply, foundation - with an 18.4 GW build-out target. The Korean supercycle gets its industry body.
Korea's Ministry of Science and ICT (MSIT) launched the AIDC Alliance on 29 July 2026, gathering around 400 public, private and academic organizations to coordinate the country's AI data-center build-out. Co-chairs are Bae Kyung-hoon (MSIT vice-minister) on the government side and Jung Jae-heon (SK Telecom CEO) on the industry side. A 12-company board (Naver Cloud, Samsung SDS, Kakao, KT, LG Uplus, LS Electric and others) sits over three thematic divisions: demand (Naver Cloud), supply (LG Electronics), and infrastructure/foundation (Kakao). Named build-out target: 18.4 gigawatts.
The number sets the frame. 18.4 GW is on the order of a mid-sized European economy's peak electrical demand - a serious signal that Korea intends to compete with the US hyperscaler tier for indigenous AI capacity, not just serve Nvidia. Dividing the alliance into demand/supply/foundation is a governance choice we've not seen elsewhere: it separates the "who buys the compute" question from the "who ships the racks and cooling" question, and puts the legal/talent frame in its own bucket. That's how you industrialize, not just build.
Whether the 18.4 GW figure is grid-committed or aspirational - the last few months of grid-side news (KEPCO capacity, the transmission bottleneck) suggest execution will bind before capex does. And how the alliance handles the tension with the US-Korea $950B package (publication #1638): domestic build vs cross-border joint venture is the first fight to watch.
