So what: The AI infrastructure buildout is creating concentrated industrial pollution in communities that weren't previously industrial zones, under regulatory categories that weren't designed for this scale. After New York's data center construction moratorium, the Texas gas plant model is the next regulatory frontier - and the communities around Pecos County didn't vote on it.
